Is this app REALLY free?!

I paid for a subscription in my vehicle YEARS ago and was told I wouldnt have to pay for the app because I have a paid subscription. The app on my phone went dead one day, I called and was told I would have to pay $4.99 a month for the app. It isnt about the price, rather its about the principle: I was told it was covered by my cars subscription and FREE (no additional cost), and then Im being asked to pay. Does anyone else pay a monthly fee for this app?!
